European Network of Election Monitors (ENEMO) Mission to Ukraine = Миссия ЭНЭМО (Европейская Сеть Наблюдателей на Выборах) в Украине

Dear Observers, Friends and Colleagues, We are pleased to welcome you once again to the European Network of Election Monitoring Organizations (ENEMO) mission to Ukraine. Each of you represents one of the 18 ENEMO members or partners from 16 postcommunist countries of Central and Eastern Europe and the Commonwealth of Independent States. Our organizations enjoy a high degree of respect, authority and trust at home and in the international community. This year the leading civic movements of the region have joined forces in the ENEMO mission to observe presidential elections in Ukraine. Ukraine marks a new stage of the development of the ENEMO network. It is the first time an observation mission of this scale has been fielded by nongovernmental organizations. Whereas in the past, international observation missions were organized only by intergovernmental organizations such as the UN, OSCE, and the European Union and by individual governments, non-governmental organizations are increasingly entering the field.
