“One of the most striking consequences of the Bush administration’s foreign policy tenure has been the collapse of the Atlantic alliance”. These are the initial words of an essay published by a well-known American security analyst Ronald Asmus who was also directly involved in the NATO enlargement process (Foreign Affairs, September/October 2003). His monograph “Opening NATO’s Door” (Columbia University Press, 2002) was recently published in Poland. It pays a tribute to his well-established commitment to NATO expansion. The presented Interim Project Report “NATO and Partners in Eastern Europe and Southern Caucasus”, addressed to Polish readers and developed by the Centre for Eastern Studies (CES) contradicts Ronald Asmus’ words. No doubt NATO is currently undergoing internal transformations and outward expansion. In the mid-90s, Senator Lugar advanced a concept that was eye-opening to some, and shocking to others: NATO needed to become active beyond its traditional area of activity otherwise it would be marginalised (as he put it bluntly - “out of area or out of business”).
